following Traffic Management Plan for the July 4 weekend.

STREET PARKING RESTRICTIONS
Parking Enforcement will post the following areas, to be utilized as two of the forward command posts, with “No Parking” signs 72 hours in advance of the event. (Contact person will be Bryan Forward.) Vehicles left in the “No Parking” areas will be towed at @ 0900 hours on the day of the event.
600 block of S. Pacific St.
500 block of N. Pacific St.

Parking Enforcement will post the following area with “No Parking” signs 72 hours in advance of the event. (Contact person will be Bryan Forward.) Vehicles left in the “No Parking” areas will be towed at @ 0900 hours on the day of the event.

Pacific St. between Sportfisher Dr. and Tyson St.
North side of Pierview Way between Coast Hwy. and Cleveland St.

Parking Enforcement will post all of the municipal parking lots west of the railroad tracks, between Wisconsin Ave. and the San Luis Rey River, and lot 22. with “Restricted Parking” signs 72 hours in advance of the event. (Contact person will be Bryan Forward.) Vehicles left in these lots will be towed prior to 0900 hours on the day of the event. They will also erect barricades at the entrances to these lots. This will be done at the time the lots close, but no later than midnight on July 3, 2008. The following lots are involved: 20 (midnight), 21 (2200 hours), 22 (2200 hours), 24 (midnight), 24A (midnight), 25 (2200 hours), 26 (2200 hours), 27 (2200 hours), 30 (0600 on 7/3/08, and 31 (2200 hours). Morning Watch officers will periodically check these lots to insure the barricades have not been circumvented.

Lot 28, 29, & 30 will be for the sole use of OFest vendors. Parking Enforcement will post with “Restricted Parking” signs 72 hours in advanced of the event. A portion of Lot 24A and the chip lot behind the Wyndham Timeshare will be utilized for vendor parking.

Lots 28 (Beach Community Center) and 29 (North Pier lot) will be utilized for “Special Use” parking please see above. Access to these lots will be very limited after 2300 hours on July 3
rd.

EXCEPTIONS FOR RESIDENTS AND THEIR GUESTS
If residents need to exit the closed area after the streets have been closed, they will be allowed to leave. If they wish to enter the area after the streets have been closed, they must be able to show proof of residency and confirm that they will be parking in either their driveway, garage, or off-street parking.

Guests of residents will be allowed into the closed area provided they have an address in the area where they have been invited. The verification process will most likely involve an access-point City staff member making a phone call to the resident, confirming the visit.

Wyndham Timeshare guests will have a pass or simply inform the officers they are headed to the property and they will be accommodated; this includes Wyndham’s employees. They are being instructed to report to Cleveland St. @ Surfrider Way, where the CHP officer will allow them to southbound on Cleveland St. When they reach Mission Ave., that CHP officer will allow them to go westbound on Mission Ave. to Myers St. They will go northbound on Myers St. to the Wyndham.

Officers will be instructed to work with those who may be residents or guests of the property and be reasonable in their decision-making.

Medical issues and caregivers will be accommodated as needed.

However, when pedestrian traffic in the closed area becomes so heavy that the safety of pedestrians is being compromised and vehicular traffic cannot safely navigate the area, no resident or resort property vehicles will be allowed into the closed area. If and when this occurs, vehicles will not be allowed into the closed area until after the fireworks have concluded and the incident commander has determined that the amount of pedestrian traffic is at a safe level. Otherwise, during the exodus of such a large group of people on foot from the area, vehicular traffic coming into the venue would be going against the flow and creating significant risk to pedestrians and increasing liability for the City.

The following areas have been identified as likely meeting these criteria for closure early in the day:
The Strand (SVPP x2 assigned to Pacific St. @ Seagaze Dr.)
The area west of Myers St (this street will stay open as long as possible) to The Strand, between Surfrider and Tyson St.
The area west of Coast Hwy. to the railroad tracks, between Mission Ave. and Civic Center Dr. (including these streets) referred to as the Downtown Business District in other portions of this plan.

All municipal parking lots west of the railroad tracks, between Wisconsin Ave. and the San Luis Rey River, and lot 22 (Surfrider Way east of the railroad tracks) will be made available for residents and their guests to utilize on a first come first serve basis, except for the following :
Lot 24A – A portion of this lot will be used for vendor parking
Lot 26 – Only the south end will be available as FSA #2 will utilize the north end.
Lot 28 – Special use
Lot 29 – Special use
Lot 31 – Restricted for handicap parking.

HANDICAP PARKING
Lot 31 (The Strand @ Wisconsin Ave.) will be designated as handicap only parking on a first come first served basis. Also, vehicles with handicap passengers will be allowed to drop them off on Surfrider Way at The Strand. If pedestrian traffic allows, non ambulatory persons may be escorted to their residences by motor officers. These vehicles will have to leave the closure area to find parking, unless street parking is available.

GENERAL PUBLIC PARKING
All of the municipal parking lots east of the railroad tracks will be available for use by the general public, in addition to the Oceanside Transit Center Parking Structure and any non-restricted street parking, except for:
Lot 22 – Surfrider Way east of the railroad tracks



1930 HOURS FREEWAY CLOSURES

Caltrans has agreed to close the following ramps, and to provide the City of Oceanside with traffic cones for SR-76. Caltrans will augment these closures with sign boards.

TRAFFIC FLOW DURING THE EXIT PLAN AFTER THE FIREWORKS DISPLAY

Traffic leaving the beach area will be directed in three directions:

All traffic north of Mission Ave. will be funneled both north on Coast Hwy. towards eastbound SR-76, and east on surface streets towards Mission Ave. east of Ditmar St.

Traffic south of Mission Ave. will be directed south on Coast Hwy.

Traffic east of Ditmar St. will be directed east up Mission Ave.

Traffic control will be cancelled when traffic in the downtown area lightens up and both pedestrian and vehicle traffic can flow smoothly without the assistance of a police presence.
